NINO STAFFA Bearing this in mind and the information presented in Table 4, which showed that well aver half of the poor housing in Britain is concentrated in the worst 15% of ED's, examination of the socia! composition of households in the various tenure categories suggests that the inner city « problem » directly affects a relatively small section of society. Compared to the rest of British society, however, the urban poor suffer an extremely high leve! of repressive living conditions. As can be seen from Table 5 (below) the « semi-skilled manual » and « unskilled manual » socio-economie groups, which account for 18.9% and 6.5% of all tenure categories respectively, have a relatively high presence in the privately rented sector.
